What's Changing?
- Stricter VOC Emission: Volatile Organic Compound (VOC) limits will be tightly applied and enforced including 1 mg/l for new racks
- CEMS Is Now Mandatory for VRUs: Continuous Emission Monitoring Systems (CEMS) are required
- Updated Rolling Averages: The EPA has dictated a more stringent 3-hour rolling average; however, ongoing discussion may revert to 6-hour averaging.
- Increased Assist Gas Consumption for VCUs: Mandated temperature monitoring will result in stricter temperature and efficiency requirements increasing assist gas usage and operating costs
- Hightened Testing Requirements: More frequent and rigorous performance testing, including RATA, CGA, and daily drift checks
- Backpressure Monitoring Requirements: Facilities must incorporate continuous or periodic backpressure monitoring, depending on the facility's regulatory path
- Expanded LDAR Requirements: Leak Detection and Repair (LDAR) programs are becoming more comprehensive, with Method 21 or Optical Gas Imaging (OGI) now requried depending on facility operations
